The International and Interagency Affairs office (IIA) establishes policies and practices with regard to NOAA Satellite and Information Service-related bilateral and multilateral cooperation. It supports program offices and NOAA management in developing partnerships with foreign counterpart space and international user organizations as well as with U.S. Government agencies.
The Office negotiates Memoranda
of Understanding and letter agreements with foreign and other Federal agencies in
support of NOAA and U.S. Government (USG) interests; in particular, to ensure continued
foreign instrument contributions to NOAA satellites and cost sharing provision of
satellite services; to obtain full operational access to foreign satellite and ground-based
data; and to actively promote international acceptance of the U.S. data policy of
full and open international data sharing. The Office provides international and
interagency policy- level support to NOAA Satellite and Information Service Offices
and Centers and to NOAA senior officials. It develops, coordinates and presents
NOAA and USG positions in connection with a number of international coordination
mechanisms including the intergovernmental Group on Earth Observations, the Committee
on Earth Observation Satellites and the Coordination Group on Meteorological Satellites.
In the U.S. interagency arena, the Office represents NOAA in the development of
U.S. national space policies, and in the coordination of environmental coordination of international activities under the U.S. Group on Earth Observations.
